The city is hereby authorized to become a member of the Kansas Municipal Energy Agency in accordance with K.S.A. 12-8,108 in order to secure an adequate, economical and reliable supply of electricity and other energy and to provide for transmitting the same for distribution through the distribution system of the city and in order to benefit from the exercise of all powers by the agency necessary, desirable or incidental thereto, as provided by K.S.A. 12-885 to 12-8,112, inclusive, including, but not limited to, the planning, financing, constructing, purchasing, operating, maintaining and use of any plant, works, system, facilities and real and personal property of any nature whatsoever, together with all parts thereof and appurtenances thereto used or useful in the generation, production, transmission, purchase, sale, exchange or interchange of electrical energy and other energy or any interest therein or capacity thereof.
