The following shall be and are hereby declared to be the fire limits of the city:

All of the east half of Block 28, all of the west half of Block 29, all of Blocks 36, 37, 44, and 45, all in the original town of the city; and all of Block 4, all of the east half of Block 5, and all of the west half of Block 13, all in the south addition to the city.
