(a)   The city hereby delegates to the Greensburg Housing Authority all powers conferred on the city under, by virtue of and pursuant to the Municipal Housing Law, and any amendments thereto, including the power to construct, maintain, operate and manage any housing project or projects of the city, and the power to issue bonds, notes, interim certificates, or other obligations, to acquire real and personal property and to exercise the power of eminent domain.

(b)   The Greensburg Housing Authority shall not execute any contracts or issue any bonds of any kind unless the terms and conditions and issue of the contract or contracts and bonds are subject to and included in a cooperative agreement or agreements by and between the governing body of the city and the Greensburg Housing Authority.
